As part of NOMURA Co., Ltd. 's "SOCIAL GOOD WEEK 2022", the "Well-being Seminar" was held for two days on November 10th (Thursday) and 11th (Friday) under the theme of "Well-being town development". The seminar on the first day consisted of two parts, the first part being an online lecture by Mr. Ryo Yamazaki, a community designer and professor at Kwansei Gakuin University's Faculty of Architecture. In the second part, we invited Ayako Harada and Shinji Kanba, who are actually working on creating a place that leads to regional revitalization at Senri Chuo Park in Toyonaka City, Osaka Prefecture, and Kajimura, a planner at NOMURA Co., Ltd., as a facilitator. Naomi's three people had a talk session.

In this article, we will deliver the messages spoken at the seminar and the after talks by the speakers.

What is well-being?
Well-being is a term that refers to a state of physical, mental, and social health and satisfaction. In Japanese, it is translated as "happiness," "health," and "well-being," and represents a state of good mental, physical, and social life. This concept differs from temporary happiness ("happiness" in English) and has nuances that include a sense of long-term happiness. This word originates from the 16th century Italian word "benessere". The World Health Organization (WHO) Charter* defines well-being in the preamble that explains what health is.

*Preamble to the Charter of the World Health Organization (tentative translation by the Japan WHO Association)
“Health is a state of complete physical, mental and social well-being and not merely the absence of disease or infirmity.”
"Health does not mean not being sick or weak, but rather being in a state of complete physical, mental, and social well-being."

Ryo Yamazaki Online lecture Trends in community design and the process of regional revitalization

Well-being means "feeling good"

Mr. Yamazaki
In order to make people feel that something is good, it is not only the space design that is important, but also the things that are provided in the space, the things that happen, and the people that gather there. In that space, I thought, “somehow it feels good”, and when I go home, I think about it, grinning, and want to go back. It is important not only to look at the present, but also to look back on the past and think about the future, and to feel that something is good. It has long been said that the cooperation between hardware and software is important. . Community design is not possible without bridging the two. Community design is to design so that local residents can think that their area is "somewhat nice". Our job is to support it.

Until now, town development work started from the first image of the completed form. It is a method of having a concept such as a plan and blueprints at the beginning, and then requesting each part to each expert to complete the whole. However, community development by local residents starts with hearing their opinions and what they are good at. After that, we hold workshops and create teams of residents.

Creating well-being together with local people

We are not trying to make things feel ``something nice'' on behalf of the local people. We teach local people how to create a ``something nice feeling'' on their own, give them a first-hand experience, and then form a team of local people and go through the process of making full use of the space. This will enrich the region and lead to the creation of a town that has a "kind of nice feel" to it. In order to create a city that promotes well-being in the future, we need to change the way we work.

Public-private collaboration + park creation by local residents

Senri Chuo Park in Toyonaka City, Osaka Prefecture was opened when Senri New Town was built on Senri Hills. More than 30 years have passed since the last park maintenance, and Toyonaka City is soliciting public participation for the "revitalization project for the redevelopment of Senri Central Park" with the aim of improving and revitalizing the park through public-private partnerships. H2O Retailing Co., Ltd., which is a member of the Hankyu Hanshin Toho Group and oversees the group's retail business, has formed "Senri Chuo Park Partners" with three private companies, including NTT West and Lawson, and is working on the business. I'm in. NOMURA Co., Ltd., Ltd. is also participating as a cooperating company in the design and construction of revenue-generating facilities in Senri Chuo Park, as well as in the planning and operation of revitalization projects.

In the talk session, Ayako Harada of H2O Retailing Co., Ltd., which promotes the business, Shinji Kanba of studio-L, who is participating in the project from the standpoint of community design, and NOMURA Co., Ltd., using the showroom as a local community space. It was conducted by NOMURA Co., Ltd. Kajimura of Nomura Kogeisha, who was involved in the renewed Keiyo Gas Community Terrace project.

What is a park that everyone creates and nurtures?

The concept of the redevelopment proposed by Toyonaka City is "Energetic x Park" ~Park for active enjoyment~. In response to this, Mr. Harada and his colleagues set up the business concept of "PLAY 1000 RE SCENES *", involving local residents, thinking together, solving problems, and developing a park. I'm trying to The major difference from the conventional cooperation between the government and companies is the purpose of getting local residents to participate in the creation of the park.

Mr. Kanba
When managing parks from the standpoint of community design, we take four steps to get local people involved. The first is research, where I interview various people. The second is a workshop. After that, the third is to create a team of people who will actually participate in the activities, and the fourth is to support those activities.

Mr. Harada
We are thinking of stationing park communicators in the parks and holding various strategy meetings with local residents so that they can use the parks to the fullest.

Mr. Kanba
Recently, I hear the word "related information center" instead of "tourist information center". If you go there, you can find out who is in the area and what they are doing.

*Rediscover the charm of the park and create a thousand views that color the life of a thousand miles through 〇pen (open to everyone), 〇rdinary (coloring everyday life), and 〇rganic (making use of existing things). Create with everyone.

In the cross talk, we received many hints on creating community spaces and community development together with local residents.

After the seminar, the three speakers and Ryo Sakon, project leader of NOMURA Co., Ltd. 's "Redevelopment of Senri Central Park" project leader, discussed their impressions of the seminar and what they were unable to say.

How can I get local residents to jump in?

Sakon
I am in charge of managing NOMURA Co., Ltd. 's side of this project, and this business is a very rich one. Ladies and gentlemen, isn't there something you couldn't convey in the limited time?

Kajimura
There are a lot of things I would have liked to have asked both of you... For example, I personally think that the key points are how to bring out the autonomy of the residents, and how to find more interesting residents. I wanted to ask you how you find people and how you connect with them.

Kanba
The hearing stage before the workshop is very important. I think it's better to listen to people who want to be active in the future, not people who complain about their wishes. When you connect with such a person, there are people behind him who are doing similar activities, and you can get to know them. In addition, a lot of positive people will come in, and the workshops that follow will be meaningful.

Kajimura
Mr. Kanba, you've traveled to various regions in Japan. Do the residents have different personalities depending on the region?

Kanba
Nori is good in Kansai. At Senri Chuo Park, there were many people who knew how to laugh. smile

Senri Central Park Workshop

Kajimura
That's important.

Kanba
If you can create an atmosphere, it will be easier to chat and exchange opinions afterwards. On the other hand, there are also quiet areas. Due to the nature of the project, there are times when we are only able to hear from local governments. In such a case, I will carefully listen to the story many times. It is also important to build a relationship of trust with the local people. When there is an event, I go to help, become friends, and listen to various stories there.

It is better to have a wider “involvement fee”

Kajimura
As a citizen, I also have a connection with community development and society, and I want to do something every day, but I don't know how to connect.

Kanba
There are quite a few places where people with a strong desire to participate in activities can participate, but there are not many places where people who are not so motivated can easily participate, so I think we need to create such places.

A conversation about wellbeing

Harada
The other day, I went to see Senri Candle Road, and although I had heard that there were only a few core members, when the day came, I was surprised at how many people had gathered. I thought that there are many layers, or rather, the level of "involvement fee".

Kanba
Among the activities of Senri Central Park, there are those who have a concrete plan in mind and those who do not. Some of the people who can't imagine the project want to help if there is someone who has a specific project in mind.

Sakon
Are you encouraging them, or are you going to leave them alone?

Kanba
There are people who have this kind of feeling, and they do this kind of activity. I'm trying to introduce you.

Sakon
It gives you an impetus.

Kanba
I think that is the role of the coordinator. It's like the "relationship information center" that appeared in the crosstalk earlier.

Remember that companies are also citizens

Kajimura
I think there are actually a lot of people who have a connection with community development and society and want to do something, so I think it would be great if there were plenty of "relationships" throughout the area. Finally, I would like to ask everyone to make a few comments.

In conclusion ———
To create a well-being city

How to talk about wellbeing

Sakon
I think up until now, NOMURA Co., Ltd. has done a lot of work where you just make something and that's it. The same goes for exhibition-related work, and in many cases, the work at commercial facilities is up to the time they open. This Senri Central Park project is a project that takes into consideration how to create a park together with local residents after it opens. The creator and the user are on the same layer. I would like to work with this in mind. We have to change the way we work.

Mr. Harada

Harada
In the past, commercial facilities surveyed customer needs and asked design companies to implement them. I wanted to tell everyone that from now on, we would like to invite everyone in the community to join us in designing together. I would like to strongly believe that companies are also citizens. If the connection between the community and commercial facilities becomes stronger, everyone's life will become richer.

Mr. Kanba

Kanba
Listening to everyone today, I felt that while companies have more opportunities to get involved with local communities, the difficulty of companies getting involved with local communities has become apparent. At that time, I would like to firmly organize what kind of position the company should be in. As one of the answers, this time, we are working on Senri Chuo Park, where people from companies jump into the center of the community, understand what was born there, and connect it to services, that step is very important. I am thinking.

Mr. Kajimura

Kajimura
We, NOMURA Co., Ltd., often create one base and one facility, but we felt every day that if we stayed there, it would not lead to expansion, relationships, and sustainability. Mr. Yamazaki's lecture in Part 1, "It feels good", I think that there is a hint in the original scenery of everyone's childhood. How did you get involved with the town and how did you get involved with your neighborhood? I hope that NOMURA Co., Ltd. will reinvent such relationships, so I decided to work on Keiyo Gas's corporate facility "KeiyoGAS Community Terrace". I was. I hope that you will learn about such cases and feel even a little bit of the potential of NOMURA Co., Ltd.
