
Contributing to the local community by supporting forestry: Initiatives between the Nomura Association and the Kamaishi Regional Forestry Association

In response to the changes in the business environment, NOMURA GROUP has established a Sustainability Policy in 2022, aiming to balance the realization of a sustainable society by solving social issues and the sustainable improvement of corporate value. We regard contributions to forest protection and sustainable timber distribution as important social responsibilities, and have formulated the Nomura Timber Procurement Guidelines to promote the active procurement of fair wood (legal and sustainable timber). We have put into practice the Fair Wood Support Declaration to our employees, business partners, and society at large, and aim to provide added value to our customers through the use of fair wood and its support activities.
The Nomura Association (a core organization that supports NOMURA Co., Ltd. 's production system, consisting of seven branches from Hokkaido to Kyushu and to which NOMURA Co., Ltd. 's construction partner companies belong) has also been working since 2018 to solve social issues and contribute to local communities through collaboration with its seven branches across the country.
This time, we will introduce the "forestry support activities" that the Nomura Association has been continuing to carry out, as well as the efforts made by NOMURA Co., Ltd. and the Kamaishi Regional Forestry Association, which were held last year and sponsored by the Nomura Association, to expand the number of people involved by utilizing local timber and forest resources.
This is the core organization that supports NOMURA Co., Ltd. 's production system, which is made up of NOMURA Co., Ltd. 's construction partner companies. When it was first established, it was established with the aim of providing mutual assistance in the event of industrial accidents or disasters, but now it provides information and education on quality safety and occupational health and safety to member companies in seven branches from Hokkaido to Kyushu.

The beginning of forestry support activities
The first social contribution activity that Nomura Association undertook was to support the recovery efforts following the Kumamoto earthquake that occurred in 2016. In February 2018, we went to the area together with member companies from the Tokyo and Kyushu branches to make a donation, and witnessing the disaster firsthand increased our desire to contribute to society.
As a new initiative for the Nomura Association, we were looking into various activities to fully advance our social contribution activities centered around "wood." After considering various activities, we thought we could contribute through tree planting, and came across the Kamaishi Regional Forestry Association.
In 2017, construction of a stadium for the Rugby World Cup in Japan had already begun in Kamaishi City, and the city was slowly recovering from the Great East Japan Earthquake. However, on May 8 of that year, a forest fire broke out on the Ozaki Peninsula, destroying a vast forest area of 413 hectares (equivalent to 88 Tokyo Domes). The Kamaishi Regional Forestry Association was even considering closing down due to the damage caused by the tsunami caused by the Great East Japan Earthquake, but it was decided to use wood from Kamaishi City to build a stadium that would serve as a symbol of the city's recovery, and things were finally looking up when this happened.
The Nomura Cooperation Association, with the cooperation of the Kamaishi Regional Forestry Association, also felt a strong desire to help support the forestry industry, and began preparations for support activities.

Forestry support activities in Kamaishi City
The year after the forest fire in Kamaishi City, the Nomura Association began full-scale forestry support activities. In 2018, 21 volunteers from the Tokyo and Tohoku branches of the Nomura Association participated in the support activities, and all members worked together to manually prepare the 0.32 hectares of forest land by removing stumps and weeds before planting seedlings, known as "jigoshirae."
The following year, in 2019, 800 cedar seedlings were planted in the same area where ground preparation had been carried out the previous year. It was initially thought that it would take 10 years to recover from this extensive forest fire, but thanks to the cooperation of companies, volunteer organizations, and others, the recovery work was completed in 2022.
It is also important to continue managing the tree cultivation for the next 15 years, and we are currently supporting the replanting of trees that have been eaten by wild animals. Ozaki Peninsula is home to many wild Japanese deer, and there is a lot of damage caused by the deer eating the bark of seedlings. Even with measures such as putting up fences, it is difficult to eliminate the damage caused by eating, and seedlings eaten by deer will wither and therefore need to be replanted (supplementary planting).
In 2022, when activities resumed after the COVID-19 pandemic, 250 cedar seedlings were planted in 0.1 hectares. The Nomura Association continued its support activities, planting 175 cedar seedlings in 0.075 hectares in 2023 and 210 cedar seedlings in 0.084 hectares in 2024, bringing the total number of cedar seedlings planted over the five-year period to 1,435.
If these seedlings grow for more than 15 years, they will contribute to reducing CO2 emissions by approximately 60 tons.

Initiatives between the Nomura Association and the Kamaishi Regional Forestry Association
Recently, as awareness of the use of legal timber has increased within our company due to the "Nomura Timber Procurement Guidelines" and "Fair Wood Support Declaration," which are based on the "Nomura Group Quality, Environment and Safety Policy" formulated by NOMURA GROUP Nomura Group, the Nomura Association has also been conducting its own research and studies on domestic timber.
Currently, due to the revision of the Clean Wood Act, the legality of harvested wood is being confirmed more strictly when using fair wood or domestic timber, but when the Nomura Association first began its investigation and research, factories that manufacture veneer (※1) did not require strict management of veneer materials imported from all over the world. Thin veneer made from imported tropical timber is generally a concern due to the possibility of illegal logging, and there were concerns that some products had major problems in their manufacturing process, such as domestic timber products manufactured in domestic factories not being certified as domestic timber.

Therefore, in parallel with its forestry support activities, the Nomura Association has begun a trial initiative with the Kamaishi Regional Forestry Association, which is taking an advanced approach to certifying and utilizing domestic timber, to explore new possibilities for fairwood, or plywood made from 100% domestic timber, and has continued to hold study sessions with related companies and university laboratories.

*2 Forest Piggy Bank Method: A panel construction method using solid wood that is directly linked to local forest management using locally produced materials. By connecting solid wood squares, they can serve as both walls and pillars. When reused, they can be returned to pillars, which increases CO2 absorption and fixation, and is a construction method that envisions reducing the use of new building materials and reusing building materials. The construction period is short and the cost per tsubo is low.

Co-hosting study sessions on the themes of "wood" and "decarbonization"
The day after a forestry support activity for Ozaki Peninsula held by 13 volunteers from Nomura Cooperation Association and NOMURA Co., Ltd. in November last year, a study session was held with the participation of people from the Kamaishi Regional Forestry Association and Kamaishi City, focusing on themes such as "wood" and "decarbonization," and aiming to utilize local timber and expand the population of people involved in utilizing forest resources. In addition to the Kamaishi Regional Forestry Association, staff from Iwate Prefecture and Kamaishi City also participated, and there was an introduction to government efforts related to the environment and regional revitalization, such as Kamaishi City's "Open City Strategy" and "Decarbonization Initiatives."
Based on its experience with the Great East Japan Earthquake, Kamaishi City is focusing not only on decarbonization but also on creating a "related population" connected to Kamaishi through projects, such as incorporating a decarbonization-themed program into the corporate training that has been conducted on the themes of disaster prevention and resilience, developing workation facilities as bases for corporate training, and promoting the introduction of community-based solar power generation. As a result of these efforts in the "Kamaishi version of the Regional Decarbonization Project Connected by Sustainable Tourism," Kamaishi City was selected as a leading region for decarbonization by the Ministry of the Environment last year. At this study session, we were able to hear from citizens who are engaged in new activities, such as people who have actually come into contact with Kamaishi as related population, which has led to them moving to the city, and a high school student who started a business after being influenced by people from outside the city.

A planner and designer from NOMURA Co., Ltd. took to the stage to talk about their efforts to utilize locally produced materials and their "hand design" workshop. They also touched on the advantages and disadvantages of wood's texture and color when it comes to display design, and one participant involved in wood production and distribution commented that they had "gained the perspective and insights of wood users."
Regarding the topic of "wood," there was a meaningful exchange of opinions from both the producers and the users of wood, and I believe this was the first step in efforts to increase the value of "wood" in the future, such as producers demanding large quantities, while users want to focus on quality over quantity.

Conclusion
We use a great deal of wood and wood products in our business activities to create spaces, so wood is a very familiar element to the display industry, including our company.
For this reason, we consider it our social responsibility to contribute to forest conservation and sustainable timber distribution (protecting forest management by eliminating illegally harvested timber and preventing unfair reductions in market prices).
Nomura Association will continue to actively tackle environmental issues and regional revitalization, and strive to give back to its business.
